The most important factor is tire width since the roads in Santa Fe are rough. The city is quite flat, so a fixed gear with a tall ratio works well for me, but anything under 28mm tires will be uncomfortable. I’d recommend going with wider tires if possible. For riding off pavement, a gravel bike setup might be ideal for Santa Fe.
I agree with the gravel bike suggestion. The Giant Revolt, available for around $1500 at Rob and Charlie’s, is a good budget option. Gravel bikes offer a balance between road and mountain bikes and have suitable gearing for urban riding.
