My 2025 Hybrid Santa Fe Limited gives on average 18 to 21 MPG in city driving. I was hoping it would be at least 30 MPG in the city. How much do you normally get in city driving?

This matches my experience too. I sometimes get 32-35 MPG with city and mountain driving. Mine is the SEL Hybrid.
Is it cold where you are? Are you letting the car idle in the driveway to warm up? Are your trips very short? Do you use the paddles for regenerative braking? Short trips, cold weather, and warm-ups can all negatively affect MPG.

Turning on all the heated features (steering wheel, seats, etc.) also affects MPG. Try auto regeneration or the paddle shifters to optimize braking. Driving style also matters a lot. If you accelerate gently and stay electric, you’ll get much better mileage. My wife gets 25-27 MPG, but I manage 32-35 MPG with smoother driving.

Check the owner’s manual. Holding the right paddle activates auto mode for regenerative braking. Tapping the left paddle increases regen braking, while the right paddle reduces it. There are three levels of regen braking.

I do let the car warm up, but never for more than 5 minutes. Most of my trips are less than 4 miles one way. I guess that’s hurting my MPG.

Yes, warming it up uses gas without adding mileage, so your starting point is already inefficient. Short trips don’t allow the engine to reach optimal temperature, which further reduces MPG.
You’ll likely get 31-33 MPG when the weather warms up. Mid-to-high 30s may not be sustainable, but 30+ should be achievable.
Are you literally driving in a city with stoplights every block? EPA’s ‘city’ test is closer to suburban driving with speeds in the 30-50 MPH range. Frequent stops kill MPG.
As others mentioned, are you actively using regenerative braking with the paddles?
I’m at higher altitudes and getting 30 MPG overall, with city driving closer to 40 MPG and mountain driving around 28 MPG. Using the paddles for regenerative braking helps, even if it takes some getting used to.

OP needs to be upfront about their driving habits. It’s impossible to troubleshoot without more context.
Something seems off with your MPG. I have a 2024 SF Hybrid Limited and consistently get 30-33 MPG.
I get 35-36 MPG in mine, while my wife averages about 30.
